Alabama Multi-Tier System of Supports (AL-MTSS) is a comprehensive and prevention-based framework that encompasses the academic, behavioral, and foundational wellness needs including physical and mental health to support the whole child and is aligned to the Alabama Achieves Strategic Plan. Al-MTSS uses a proactive, team-driven approach that engages all stakeholders (state, regional, district, school community, family, and students) to ensure equitable access to opportunities that will improve outcomes for Every Child, Every Chance, Every Day.
The purpose of Al-MTSS is to implement and sustain a continuum of evidence-based practices, instruction, supports, and intervention that align with the wide range of needs of all students and eliminate barriers to helping children find success in school and their lives thereafter. Data is utilized at all levels to ensure equitable, safe, positive and personalized support that assists all students along their educational journey.
AL-MTSS is supportive of and responsive to overall continuous improvement processes currently in place at the school and district levels and can be tailored to meet the realities in the individual classroom.
Role of AL-MTSS Implementation Coach
AL-MTSS coaches provide professional development to support LEAs in systemic change. As part of district alignment, AL-MTSS coaches serve in the role of facilitator and concierge for district and school level leadership in order to streamline ALSDE support.

Overview of AL-MTSS and its relationship to PST
This manual is not intended to be an exhaustive compendium of strategies for the many different types of problems that may arise during the PST process.
The Bipartisan Safer Communities Act (BSCA), which provides $1 billion in funding to state education agencies (SEA) to be distributed under Title IV, Part A, of the Elementary and Secondary Education Act of 1965 (ESEA). The BSCA provides federal funding to support SEAs, local education agencies (LEAs), and schools in establishing safe, healthy, and supportive learning environments. The Alabama Stronger Connections Grant Program provides LEAs with the opportunity to bolster their multi-tier system of supports through activities that prioritize improving foundational wellness and behavior outcomes for students, parents, families, and community members.
The Alabama Stronger Connections Grant Program awards competitive grants to high-needs LEAs to establish safer and healthier learning environments while recognizing the importance of meaningful collaboration and engagement with parent, family, and community partners. Grant proposals must include goals and priorities that include an emphasis on Tier I, or schoolwide services to address the needs of the entire campus population, in addition to potential Tier II and Tier III services to support individual student needs.
