State Systemic Improvement Plan (SSIP): Phase I is part of the new Indicator 17, which is outlined in the State Performance Plan/Annual Performance Report (SPP/APR). States are required to develop a plan that leads toward improved results for children with disabilities as part of the Office of Special Education Program’s Results-Driven Accountability process. Indicator 17 is a multi-phase, multi-year plan. Phase I includes a state-identified area for improvement based on the following: Data Analysis; Analysis of State Infrastructure to Support Improvement and Build Capacity; State-Identified Measurable Result (SIMR) for Children with Disabilities; Selection of Coherent Improvement Strategies; and Theory of Action. Phase I of the Alabama SSIP was submitted in April 2015.
